PROBLEM/ISSUE STATEMENT
Montana Code allows local governments to amend their fiscal year budgets by using the same method as used for the original budget adoption: public notice, public hearing and Council adopting a resolution. The following amendments are proposed for FY 2017:
Storm Sewer Fund - Public Works is requesting the budget authority be reestablished in the FY 2017 budget for the 14th Street West Storm Sewer project. The budget authority for this project was previously approved in the FY 2016 budget; however, the project was delayed until this fall/winter to take advantage of better contractor availability. Public Works has sufficient cash in its Storm Sewer Fund for this project.
Water Fund - Public Works is requesting budget authority be reestablished in the FY 2017 budget for the Chemical Building and Clearwell #2 Re-coat projects. The Chemical Building project was approved in the previous fiscal year and has been ongoing since Spring 2016. The project is still under construction and the budget amendment is needed for work required to complete the project. This work was not able to be encumbered in the previous year due to timing issues. A budget amendment is also requested for the WTP Clearwell #2 Re-coat project.This project was approved for FY 2016. The design was completed, but the construction was not bid as the construction would have created a very tight work zone with the concurrent construction of the Chemical Building and the coordination with plant operations would have been very difficult with both projects underway simultaneously. The Water Fund has sufficient cash for both of these projects.
General Fund PRPL - Parks Department is requesting the budget authority for the workers compensation expense related to seasonal employees. There is sufficient fund balance to cover the amounts.

ALTERNATIVES ANALYZED
The Council may:
- Approve the requested budget amendments; or
- Not approve the requested budget amendments, which would put the City in violation of Montana law.
FINANCIAL IMPACT
The requested budget amendments will be funded by reserves, as described in the budget resolution exhibit and above.
RECOMMENDATION
Staff recommends that the City Council conduct a public hearing and approve the resolution approving and adopting the budget amendments for Fiscal Year 2017.
