Due to an estimated four month lead time to procure two circuit breakers and the associated switchgear for the W.O. 14-11 Water Reclamation Facility Nutrient Upgrade, Expansion and Improvements Project, it is necessary for the City to pre-purchase this equipment. These circuit breakers and switchgear are associated with work at the two Northwestern Energy substations on the City's Water Reclamation Facility site. City staff intends to issue a Notice to Proceed to the successful general contractor for the Nutrient Project by March 1, 2017, and the critical path of the projected work sequence requires that the general contractor have the subject equipment in-hand prior to that date.

After being advertised in The Billings Times and on the City's website on September 29 and October 6, 2016, staff received a single bid on October 11, 2016. Staff recommends that City Council award a contract to Yellowstone Electric Co. in the amount of $171,619.00 for the procurement of the circuit breakers and switchgear.

↵City Council may:

• Approve award of the procurement contract to Yellowstone Electric Co., or;
• Disapprove award of the procurement contract. If the circuit breakers and switchgear are not procured within a timeframe close to issue of Notice to Proceed on the W.O. 14-11 Water Reclamation Facility Nutrient Project contract, that project's work schedule or work sequence could be detrimentally impacted.
