PROBLEM/ISSUE STATEMENT

Bids were received for W.O. 08-21 Lake Elmo Drive on April 27, 2010. The project will include street reconstruction with turn lanes, pavement overlay, curb, gutter, sidewalk, drive approaches, storm drain improvements, and an asphalt multi-use trail along Lake Elmo Drive from Main Street to Wicks Lane.

ALTERNATIVES ANALYZED

The Council may:
• Award the contract W.O. 08-21 to Riverside Sand & Gravel in the amount of $1,689,497.00; or
• Reject all bids and do not award contract for W.O. 08-21

FINANCIAL IMPACT

We received five (5) bids for this project as follows:

The following is a breakdown of the costs of the $3,189,591.00 allocated for this project:

Design $233,113.00 (PE contract)
Staking $126,590.00
Construction $1,689,497.00                                  
Remaining Funds $1,140,391.00

Remaining funds will be used for change orders, materials testing, inspection, and other administrative costs.

RECOMMENDATION

Staff recommends that Council award the bid for Work Order 08-21 Lake Elmo Drive, Main Street to Wicks Lane, to Riverside Sand & Gravel in the amount of $1,689,497.00.
