PROBLEM/ISSUE STATEMENT

On September 26, 2016, the City Council approved a one year extension of the employment agreement with City Administrator Tina Volek.  Section 3; Compensation and Section 7; Retirement, state that the Administrator's pay and retirement benefit will remain the same as in the previous contract but that the Council and Administrator will meet before the end of 2016 to discuss increases.  That meeting occurred on October 19th.  The City Council instructed attorney Tom Singer to prepare an Agreement addendum that increases the City Administrator's annual salary to $155,000 and to make no change to the retirement benefit.  The Council must take action on the proposal during a regular business session in order to make this change.     

ALTERNATIVES ANALYZED

City Council may:
  • Approve the addendum or;
  • Disapprove it. 

FINANCIAL IMPACT

The salary increase is $24,500/year, plus benefit changes such as PERS, Medicare and Workers Compensation.  The impact on the FY 17 budget will be lower, $22,118, because the salary increase will be in effect for only 9 months of the fiscal year.  At this time, it does not appear that the FY 2017 City Administrator budget will need to be amended to accommodate this increased expense.  

RECOMMENDATION

Staff recommends that the City Council adopt Addendum #1 to the City Administrator employment agreement.
