South Park Splash Pad Developement - Bid Award

PROBLEM/ISSUE STATEMENT

Staff is seeking Council approval of a contract to construct a splash pad at South Park. This project will replace the wading pool that was removed in 2009.  Bids were opened October 25, 2016.  There were 3 bidders.  General Contractors Construction Co. Inc. of Billings is the apparent low bidder with a base bid of $1,030,350 (see Attachment A).  The total budget for this project is $500,000.00, consulting fees are $65,0000.00 leaving $435,000.00 for construction. The project is short by $595,350.00.  To make up for the shortfall, staff recommends delaying the following budgeted projects:  Stewart Park Irrigation Upgrades for $300,000.00 and Restroom Remodel at Burlington, Centennial, Poly Vista, and Coulson Parks for $325,000.00 for a total of $625,000.00 which will cover the shortfall.   If this contract is approved, construction will begin immediately with a projected completion the end of May 2017.  As a note, this project was previously bid, however due to the fact that the contractor could not meet the project specifications, all bids were rejected.    

 

ALTERNATIVES ANALYZED

City Council may:
  • Approve the contract for Base Bid only for a total coat of $1,030,350.00 or;
  • Reject all bids and provide staff with additional guidance.

FINANCIAL IMPACT

Funding for this project comes from the City Wide Park District #1 and was approved in FY 2015.  Approval of this contract will delay projects previously funded.   

RECOMMENDATION

Staff recommends that Council award the contract for the base bid only to General Contractors Construction Co., Inc. for the amount of $1,030,350.00
