Approval of Amendment Eleven with Morrison-Maierle, Inc., for Engineering Services for Airport Improvement Program (AIP) 2010 Projects

PROBLEM/ISSUE STATEMENT

Due to the specialized nature of engineering services required for airfield infrastructure design, including knowledge of the Federal Aviation Administration (FAA) design and grant funding process, the City has historically entered into a five-year term contract to provide engineering services at the Airport. On November 13, 2006, the City approved a five-year contract with Morrison-Maierle, Inc. to provide the design surveys for projects, development of project plans, specifications and bidding documents, contract administration, to include coordination meetings, pay requests, etc. The contract also includes full time on-site inspection, construction surveys, and development and submittal of the final project closeout documents, as required for all Federal AIP projects. The base five-year contract is amended each time a new project is undertaken, and Amendment Eleven, for $429,577, includes all of the services indicated above for this Summer's AIP projects. The scope of work and associated engineering fees have been reviewed and negotiated by Airport staff and have also been approved by the FAA. The AIP 2010 projects include the Taxiway A Realignment and Obstruction Removal, the Predesign and Design Survey costs for next Summer's Taxiway G Relocation project, and the specifications required to purchase a new Runway Broom.   The Taxiway A Realignment and Obstruction Removal project will realign and replace 950 feet of the east end of the existing Taxiway A, and excavate an existing dirt slope that is currently within the projected new taxiway alignment. The new realigned east end of Taxiway A will comply with the FAA's separation requirements with Runway 28R.  Also included are the fees to pay for preliminary design and survey costs for next Summer's Taxiway G Relocation project.  And finally, this Amendment Eleven will include the development of specifications needed to bid for a replacement of one of the runway brooms, which are vital pieces of the Airport's snow removal fleet. This Amendment Eleven will produce approximately $3,500,000 in Airport improvements.

ALTERNATIVES ANALYZED

The City Council may:
  • Approve Amendment Eleven with Morrison-Maierle, Inc., for Engineering Services for AIP 2010 projects: or
  • Decline to approve the Amendment, delaying this year's AIP projects. 

FINANCIAL IMPACT

The total cost of Amendment Eleven to the five-year engineering contract with Morrison-Maierle, Inc. is $429,577, and will be funded 95% with FAA AIP entitlement grant funds and 5% local funds. The FAA's portion will be $408,098.15 and the City's match is $21,478.85. This project is included in the current budget and local match funds are budgeted and available in the Airport's Capital account.

RECOMMENDATION

Staff recommends the City Council approve Amendment Eleven with Morrison-Maierle, Inc., for Engineering Services for AIP 2010 projects, for the amount of $429,577.
