Donation of cameras to the Laurel Police Department

PROBLEM/ISSUE STATEMENT

The Police Department has replaced older cameras with cameras containing newer technology.  The old cameras are still-shot digital cameras that patrol officers and detectives used to document accidents, evidence and crime scenes. The Billings Police Department doesn't use the cameras but they are still functional and could be used by other, smaller police departments.  The Laurel Police Department has expressed a need for this equipment and the Billings Police Department has thirteen (13) cameras that it could donate, along with battery packs and chargers, cables and lenses.   The City's purchasing procedures allows this donation with City Council approval.

ALTERNATIVES ANALYZED

City Council may:
  • Approve donating the cameras and related equipment to the Laurel Police Department; or
  • Not approve donating the cameras and related equipment to the Laurel Police Department

FINANCIAL IMPACT

The total estimated value of the donation is $2,165.  If the cameras aren't donated, the department would place them in an auction or destroy them.   

RECOMMENDATION

Staff recommends that the City Council approve donating 13 used Billings Police Department cameras and related equipment to the Laurel Police Department.
