NorthWestern Energy has requested a utility easement in the Parkland West Park to replace deteriorated underground electric distribution service lines.  The replacement lines will be directionally bored under the parkland and no open trenching is anticipated. The requested easement is for a portion of parkland located in Parkland West Park generally located at the intersections of South 32nd Street West and Monad Road.  See Attachment #1.     

City Council may approve or disapprove the easement.

There is no financial impact to the park or to the City of Billings. NorthWestern Energy will be paying all costs associated with the installation. Any potential impacts to the Park will be corrected by them as per the guidelines established in the City of Billings Department of Parks, Recreation and Public Lands Park Easement Policy.

Staff recommends  that the City Council approve the proposed easement.
