PROBLEM/ISSUE STATEMENT
One of the projects in the Airport's Capital Improvement Program (CIP) is the design and subsequent construction of the Terminal Building Expansion. Aviation and Transit staff recently advertised a Request for Qualifications (RFQ) for an Engineering firm to design and monitor construction of the upcoming 30 to 40 million dollar Terminal Building Expansion. The RFQ was advertised June 16, 23, and 30, 2017, with a deadline for submittal on July 7, 2017. Three firms responded including CTA Architects Engineers, KLJ Engineering, and Morrison-Maierle, Inc. A review team was formed including Councilman Sullivan, Aviation Transit Commission Chair, Ken Behling, and members of the Airport's staff. The review team unanimously selected Morrison-Maierle, Inc.
This Agreement with Morrison-Maierle will provide for all phases of the project including the preliminary design phase, the final design phase, the construction management of the project, and the civil engineering for any ramp changes required as a result of the impact to the aircraft parking locations caused by the Terminal Building expansion. As the scope of work for each phase is determined and the fees for that work are negotiated with staff and subsequently approved by the Federal Aviation Administration (FAA), an amendment to this Engineering contract will be brought to the Council for approval. Since this is a multi-year design followed by project construction, this Agreement will be in place for approximately 4 to 5 years.
Once the Agreement with Morrison-Maierle, Inc. is approved by Council, the City and Morrison-Maierle will jointly advertise the RFQ for Architectural services with the Architect being a subcontractor to Morrison-Maierle. When the Architect is selected, the design process will kick off on this important project and the preliminary design fees will be brought to Council for approval.

ALTERNATIVES ANALYZED
City Council may:
- Approve, the Engineering Agreement with Morrison-Maierle, Inc. for the Terminal Expansion Project; or
- Disapprove the Engineering Agreement with Morrison-Maierle, Inc. for the Terminal Expansion Project and advise staff on how to proceed.
FINANCIAL IMPACT
The total engineering fees to cover all phases of the project are unknown at this time. The engineering fees associated with each future phase of the project will be negotiated with staff and approved by the FAA. Subsequently, this base Agreement will be amended as each phase of the project is undertaken and the financial impact will be brought before the Council at that time. It is anticipated that the majority of the design costs will be funded with FAA Airport Improvement Program (AIP) grants funds. For the first phase of the project "the Preliminary Design" the Airport will be receiving an FAA AIP grant offer for $1,573,000, which will require a 10% local match of $174,778. Staff is planning to use next year's grant to help pay for the future additional design phases.
RECOMMENDATION
Staff recommends that the City Council approve the Agreement for Professional Engineering Services with Morrison-Maierle, Inc. for the Terminal Expansion Project and authorize the Mayor to sign the Agreement.
