PROBLEM/ISSUE STATEMENT
Included in the MET Transit's Capital Improvement Program is the MET Transit Building Roof Replacement Project. The existing roofing system is a loose-laid, ballasted system that has a service life of 15 to 20 years. The roofing system on the main Transit office and garage section of the building are 25 years old. Because of the size of the roof over the garage bays, the roof replacement will be completed in phases to match available funding. This first phase will replace the roofing system over the office areas and the north half of the main bus garage. As the existing roofing material ages it will lose its elasticity and begin to shrink, causing the roofing to pull away from the roof edges and the seams in the middle of the roof to start splitting open. This project will remove the old roofing material and insulation and replace it with new roofing and insulation. This project was advertised in the Yellowstone County News on August 11,18, and 25, and posted on the City's Website. On August 29, the following bids were received:

ALTERNATIVES ANALYZED
City Council may:
- Approve the award of the MET Transit Building Roof Replacement Project, Phase 1 contract; or
- Decline to award the project contract, reject all bids, and delay the project.
FINANCIAL IMPACT
The total cost of this project is $133,787. Funding for this project is included in the MET Transit Capital account. This project will be eligible for Federal Grant reimbursement under the Section 5339 Bus and Bus Facilities grant with the Federal share covering 80% or $107,029.60, with a 20% local share of $26,757.40.
RECOMMENDATION
Staff recommends that the City Council award the contract for the MET Transit Building Roof Replacement Project, Phase 1 to Commercial Roofing for the amount of $133,787.
