PROBLEM/ISSUE STATEMENT
W.O. 17-23 King Avenue West Water and Sewer Extension consists of extending approximately 1,600 feet of water and sanitary sewer main in King Avenue West, westerly from 44th Street West. An adjacent developer will be contributing to the construction of approximately 474 feet of the water and 520 feet of sewer in accordance with the city's water and wastewater regulations. Under the previous water and wastewater regulations, the City was responsible for the cost of the water and sewer fronting the adjacent property that was already developed. When this developer applied for the extension, the city allocated funds under the "Infill Missing Water/Sewer" project to complete the portion that is the City's responsibility.
The construction project was advertised on August 11th, 18th, 25th, September 1st, 8th and 15th in the Yellowstone County News and on the City's website. Bids were opened on September 26th. There were three bids submitted and Western Municipal Construction, Inc. submitted the lowest bid.

ALTERNATIVES ANALYZED
City Council may:
- Award W.O. 17-23 King Avenue West Water and Sewer Extension to Western Municipal Construction, Inc. in the amount of $1,216,157 or;
- Do not award the a contract and reject all bids. If the project is not completed, the water and sanitary sewer main in King Avenue West serving Billings' west end in this area will not be extended to keep pace with development.
FINANCIAL IMPACT
Funding for construction of this project has been approved by City Council in the Capital Improvement Plan (CIP) for infill projects for FY 18 and is sufficient for the construction of the project. The developer will be contributing towards the project. The total estimated cost to the developer is estimated to be $247,900.

Staff recommends that the City Council award a contract for the construction of W.O. 17-23 King Avenue West Water and Sanitary Sewer Extension to Western Municipal Construction, Inc. in the amount of $1,216,157.
