PROBLEM/ISSUE STATEMENT
The Animal Control Board conducted several meetings to review the existing City Code prohibiting pigs within City limits. The Board was unanimous in the decision to recommend to the Mayor and City Council to allow one pot bellied/micro/mini pig per single family dwelling within City limits. Staff introduced the topic to the City Council at its March 20 and again at its July 17, 2017 work session and Council directed staff to produce an ordinance amending the City Code and schedule it for public hearing and first reading. The proposed code changes will allow one pot bellied/micro/mini pig per single family dwelling with the following restrictions: weight under 125 lbs., spay or neutered, vaccinated in the City, subject to permits issued by the City. The Animal Control Board recommends a permit fee of $25. Animal Control does not anticipate high costs associated with this ordinance change and the $25 fee will cover printing permits and employee hours.
ALTERNATIVES ANALYZED
The City Council may:
- Approve the proposed resolution establishing a $25 annual permit fee for pot bellied/micro/mini pigs; or
- Disapprove the proposed resolution. Disapproving the resolution would prevent Animal Control from recovering costs of issuing permits for these animals.
FINANCIAL IMPACT
There is a small financial impact to the General Fund as staff does not anticipate high costs associated with this ordinance change. The $25 fee for a pot bellied/micro/mini pig permit will cover printing permits and employee hours.
RECOMMENDATION
The Animal Control Board and City staff recommend that the City Council approve the resolution charging a fee in the amount of $25 for a pot bellied/micro/mini pig permit. Staff also recommends that the permit fee amend the current resolution and go into effect after the ordinance's second reading.
