PROBLEM/ISSUE STATEMENT

Bids were received for W.O. 09-06 On-Street Bike Lanes on June 1st, 2010.  This project is a CTEP funded project that has been through the appropriate CTEP project development standards.  The project consists of the construction of approximately 6.5 miles of bike lane striping and the corresponding signage.  The project will be spread across the following six corridors:

1.  Briarwood Boulevard from Blue Creek Rd. to Cardiff Rd.
2.  Nutter Boulevard from Hilltop Rd. to Tam O'Shanter Rd.
3.  Poly Drive from 13th St. W. to 32nd St. W.
4.  6th Avenue South from S. 27th St. to S. 34th St.
5.  South 28th Street from 2nd Ave. S. to 11th Ave. S.
6.  North 30th Street from 6th Ave. N. to 12th Ave. N.

Each corridor was bid independently because the Engineer's Estimate for the entire project was higher then the funding available.  Staff will recommend a combination of corridors to maximize the available funding.

ALTERNATIVES ANALYZED

The Council may:

• Delay award of contract for W.O. 09-06; or
• Do not delay award of contract for W.O. 09-06

FINANCIAL IMPACT

We received two (2) bids for this project as follows:

Schedules 1 - 6:
Engineer's Estimate:  $174,320.00
High Mark Traffic Services, Inc.:  $179,472.00
Arrow Striping & Manufacturing, Inc.:  $191,726.10

Schedules 1, 2, 4, & 6
Engineer's Estimate: $94,457.00
High Mark Traffic Services, Inc.: $96,665.00
Arrow Striping & Manufacturing, Inc.: $105,783.10

The following is a breakdown of the project funding sources available:

CTEP:  $97,186
Gas Funds:  $15,064
Total:  $112,250

The project funding will be distributed as follows:

Preliminary Engineering:  $6,735
Construction Administration:  $6,735
Construction:  $98,780
Total:  $112,250

RECOMMENDATION

Staff recommends that the Council delay the award until the June 28th, 2010 City Council Meeting.  The Montana Department of Transportation is researching the CTEP proposal forms that are part of the bid document.  Once MDT has recommended approval of the award through CTEP, the Council can act on this bid award.
