W.O. 09-25: Downtown Signal Improvements Design/Build selection

PROBLEM/ISSUE STATEMENT

The Downtown Billings Partnership (DBP) approached the City of Billings to administer a project to upgrade the traffic signal systems within Downtown Billings.  A future project may be constructed to upgrade the street lighting in the Downtown.  Plans for this project will incorporate the future street lighting project plans.  Statements of Qualifications (SOQ) were received from Design/Build teams on W.O. 09-25 Downtown Signal Improvements on April 23rd, 2010.  From the teams which submitted SOQs, four were selected to submit a project plan/cost proposal.  These proposals were received on May 21, 2010.  The project will include design and construction for traffic signal standards and indications, signal conduit routing (including interconnect), traffic signal controller cabinets and pedestals, pull boxes, ADA ramps, signing, striping, power services, and intersection lighting at the following eight (8) intersections.  These intersections are located within the Central Business District and also maintained by the City of Billings.

ALTERNATIVES ANALYZED

The Council may:

• Award the contract W.O. 09-25 to the Ace Electric, Inc/Marvin & Associates team (AMA) in the amount of $1,144,035.00; or
• Reject all bids and do not award contract for W.O. 09-25.

FINANCIAL IMPACT

The City received four (4) proposals for this project as follows for the total construction (including alternatives):

Colstrip Electric/Interstate Engineering:  $1,219,191.00
Ace Electric/Marvin & Associates:  $1,144,035.00
Montana Lines/Morrison-Maierle:  $1,538,500.00
Central Electric/DOWL-HKM:  $2,012,600.00

These prices include new signal pole foundations, interconnect wiring, street lighting, power services, and traffic signal systems.  The bid prices were weighted and combined with each team's experience and project plan scores to determine the overall project score for each team.  This analysis determined that the Ace Electric/Marvin & Associates team was not only the low bidder, but also the highest scoring team.

There are two project funding sources.  When the old downtown tax increment district expired in 2008, the City Council designated the funds remaining in the account for several projects, including this one, and $880,000 are available.  Those dollars will be combined with $500,000 of gas tax for a total project budget of $1,380,000.

RECOMMENDATION

Staff recommends that Council award a design/build contract for W.O. 09-25 Downtown Signal Improvements to Ace Electric/Marvin & Associates in the amount of $1,144,035.00.
