PROBLEM/ISSUE STATEMENT
The South Billings Urban Renewal Association (SBURA) is recommending that the City Council approve a $20,974.00 tax increment grant from the South Billings Boulevard Urban Renewal District (SBBURD) to assist in funding infrastructure improvements for remodeling of the Boys and Girls Club of Yellowstone County. The application for TIF Assistance was approved by the SBURA Board of Directors at its September 5th, 2017 meeting. The TIF eligible improvements include the installation of a fire line from the public water line in Orchard Lane to serve the new required full building fire suppression system.
The project is a major remodel of the Bair Family Clubhouse facility (Boys and Girls Club of Yellowstone County) located at 505 Orchard Lane. The project is the result of fundraising efforts and includes a redesign and reconfiguration of the facility to better meet the needs of the neighborhood children that utilize the Club. The facility currently serves approximately 250 children of all ages after school each day. This project is in conformance with the South Billings Master Plan as access to adequate community facilities is a general recommendation of the plan. The project will provide safety and security for the children that utilize the facility. The improvements to the property will serve the entire community that benefits from the Boys and Girls Club of Yellowstone County.

ALTERNATIVES ANALYZED
City Council may:
- Approve the recommendation from the SBURA on the expenditure of these funds, or;
- Disapprove the recommendation from the SBURA on the expenditure of these funds. The SBURA Board found that this project is in conformance with the South Billings Master Plan, as access to adequate community facilities is a general recommendation of the plan. The project also will provide safety and security for the children that utilize the facility.
FINANCIAL IMPACT
The attached Development Agreement approves a one-time payment of $20,974.00 to the Boys and Girls Club of Yellowstone County as part of the SBURA TIF Application Program. The funds are payable on completion of the project. The beginning fund balance in the South Billings Boulevard Urban Renewal District tax increment district budget is about $7.7 million for FY18, so there are adequate funds for this development incentive. However, a budget amendment may be needed at a future date to specify this project's funding in the FY18 budget.
RECOMMENDATION
The South Billings Urban Renewal Association Board of Directors recommends that the City Council approve a $20,974.00 grant from the South Billings Boulevard Urban Renewal District tax increment district funds and execution of the attached Development Agreement to assist the Boys and Girls Club of Yellowstone County with this project.
