Consulting Agreement for Landfill Miscellaneous Engineering Services

PROBLEM/ISSUE STATEMENT

The purpose of this agreement is to provide miscellaneous engineering services for the landfill. Staff requested the services of an engineering firm to provide these services and Great West Engineering was selected through the Request for Proposals (RFP) process.  Other firms considered were Interstate Engineering and ECS Engineers. 

The types of professional services required may include, but are not necessarily limited to:
·         Coordination with and reporting to Montana DEQ and other Federal Agencies
·         Surveying and mapping, including possible fly-over services
·         Creation of CAD files to be implemented in equipment GPS systems
·         Inspection and evaluation of cell liners
·         Evaluation and updates to cell closure and post-closure activities
·         Evaluation and recommendation for compaction and cover operations
·         Update O&M plans
·         Evaluation, recommendation, and possible design of erosion control, storm water mapping, and/or leachate management
·         Miscellaneous engineering inspections
 

ALTERNATIVES ANALYZED

City Council may:
  • Approve the agreement with Great West Engineering for miscellaneous engineering services for the Landfill, or;
  • Disapprove the agreement with Great West Engineering.  If not approved, the Solid Waste Division would be required to initiate numerous small service contracts for this work.

FINANCIAL IMPACT

The total fees to cover the services in this agreement will not exceed a total of $75,000 for the three year contract. Funding is in the approved FY 2018 budget.

RECOMMENDATION

Staff recommends that the City Council approve the agreement for Landfill Miscellaneous Engineering Services with Great West Engineering in an amount not to exceed $75,000 and authorize the Mayor to sign the agreement.
