PROBLEM/ISSUE STATEMENT
The purpose of this project is to reconstruct streets between 1st Avenue North and 4th Avenue North and North 10th Street to North 13th Street in accordance with the East Billings Urban Renewal District Master Plan. The streets included in this project are North 11th Street, North 12th Street, 2nd Avenue North, and 3rd Avenue North. The improvements include sanitary sewer, storm drain and street improvements and are estimated to cost $3,525,000 to construct. Also included is the construction of streetlights from North 10th Street to North 22nd Street and Montana Avenue to 6th Avenue North and is estimated to cost $1,260,000 to construct. Staff requested the services of an engineering firm to provide design services for the project and Sanderson Stewart was selected through the Request for Proposals (RFP) process. Other firms considered were HDR, KLJ and DOWL. The contract amount is $735,535.
ALTERNATIVES ANALYZED
The Council may:
- Award the Contract for Professional Services to Sanderson Stewart; or
- Do not award the contract. If the contract is not awarded, the construction of the improvements will be delayed.
FINANCIAL IMPACT
The cost of design and construction services is $735,535. The cost of the contract will be paid from East Billings TIF Funds.
RECOMMENDATION
Staff recommends that the City Council authorize the Mayor to execute a Contract for Professional Services with Sanderson Stewart for $735,535 for WO 18-06 EBURD infrastructure.
