PROBLEM/ISSUE STATEMENT

The City entered into a contract with HDR Engineering (HDR) on January 26, 2015, to do an alternatives analysis and complete a feasibility study for a new water reservoir in Zone 5 (Airport vicinity) and/or a new pump station for Zone 6 (area west of Airport and north of Hwy 3). 

HDR has investigated multiple sites and scenarios for a new reservoir and/or pump station, but nearly all have resulted in cost estimates that exceed the available budget or are not preferable to operations.  After the last presentation from HDR, City staff came up with a different idea to pursue--adding to the storage capacity of Zone 4 and using pumps to enable the additional water to be used in the adjoining Zone 5 and Zone 6. The City owns the Waldo site containing the Zone 4 reservoir and pump station, and there is additional land available on which another reservoir could possibly be built.  Waldo is located on the south side of Hwy. 3 near the airport and near the existing Zone 5 tank (Logan Reservoir) and Zone 6 pump station (Christensen), so connecting water line(s) would be relatively short.  To make another Waldo reservoir even more beneficial to the overall water system, City staff would like to feed the reservoir with a new waterline that would also provide redundancy to the City's water system above the Rims.

Investigating these ideas is beyond HDR's original scope of work, so Staff is proposing an amendment to HDR's contract that includes, but is not limited to the following:
  • Expand the alternatives analysis to include options for running a redundant waterline to the top of the Rims and for pumping water from Zone 4 to meet the demands in Zone 5 and Zone 6;
  • Determine feasibility of constructing another reservoir on the Waldo site;
  • Survey and geotech of the Waldo site and proposed waterline route;
  • Analyze pump requirements.

ALTERNATIVES ANALYZED

The Council may:
  • Approve Amendment 1 to the Professional Services Agreement with HDR Engineering (HDR); or
  • Do not approve Amendment 1 to the agreement with HDR, which will delay and greatly diminish the ability to meet current and future water demands.

FINANCIAL IMPACT

The project's financial status is summarized  below.  There are adequate funds available for Amendment 1.

RECOMMENDATION

Staff recommends that Council approve Amendment 1 to the Professional Services Contract with HDR Engineering, Inc. for W.O. 15-21--Logan Reservoir/Pump Station in the amount of $45,400.00.
