The Billings Police Department is repeatedly called to transport prisoners from Alternatives and Passages (Alpha House) to the County jail.  The Police Department would like to sell one of the retired police cars with the prisoner transport system in place, allowing Alpha House personnel to safely transport their prisoners to the jail. The Billings Police Department is unable to use the prisoner transport system, because it is not compatible with the new Ford interceptors in use by the Billings Police Department. 

The vehicle is PD unit 1547, 2010 Ford Crown Victoria police car, 4-door sedan.  Sale price is $1,300.  Sale price is determined by the average auction price for police cars at auction from 2013-2017. The City's purchasing procedures allow for the sale with City Council approval. 

City Council may:

• Approve the sale of patrol unit 1547, 2010 Ford Crown Victoria police car and related equipment to the Alpha House; or
• Not approve the sale of patrol unit 1547, 2010 Ford Crown Victoria police car and related equipment to the Alpha House, which would result in the car going to public auction for sale.

The sale price will be $1,300 and will be deposited to the Equipment Replacement Fund.  There is also a positive impact to the City and the Police Department of not using officers to transport Alpha House clients to jail.  

Staff recommends that the City Council approve the sale of patrol unit 1547, 2010 Crown Victoria police car and related equipment to the Alpha House.
