The Annafeld Parks Master Plan Phase 1 was approved at the February 12, 2018 City Council meeting.  To complete the improvements identified in the master plan, it was determined that a Special Improvement District (SID) would be formed to provide the funding.  A public hearing for SID No.1404 was held on February 12, 2018 and Council subsequently approved the SID.  Landscape improvements to the park will generally include trees, shrubs, turf grass, native vegetation, irrigation system, trails, sidewalks, playground, shelter and related equipment.  In order to fund the maintenance of the developed parks, it is proposed that a Park Maintenance District (PMD) be created.  To begin this process, Staff recommends approving a Resolution of Intent to Create  PMD No. 4041 for Annafeld Parks First Filing, and set a public hearing date for March 26, 2018, per the attached resolution.

Council may:

1. Approve the Resolution of Intent to Create PMD No. 4041, and set a public hearing for March 26, 2018; or
2. Not approve the Resolution of Intent and provide staff with additional guidance.

The initial, annual estimated maintenance cost for Annafeld Parks Phase 1 is $60,600 and once spread among all subdivision lots will equal about $.095/square foot.

Staff and the Parks, Recreation and Cemetery Board recommends that the City Council approve the Resolution of Intent to Create PMD No. 4041, and set a public hearing date for March 26, 2018.
