PROBLEM/ISSUE STATEMENT
Ward IV Councilmember Ryan Sullivan resigned his Council seat effective on January 16, 2018. The City Charter requires that the Mayor appoint a replacement within 30 days or a special election must be held to fill the position. The Mayor's appointment requires City Council consent/approval. Mayor Cole reviewed applications from the 10 applicants, the public and Councilmembers had input opportunities and the Mayor will announce his appointment at or before the February 12, City Council meeting.
ALTERNATIVES ANALYZED
City Council may:
- Approve the Mayor's appointment for Ward IV Councilmember to replace Ryan Sullivan, who resigned on January 16, 2018, or
- Disapprove the Mayor's appointment and provide him with feedback regarding the appointment and acceptable alternatives, or
- Disapprove the Mayor's appointment and call for a special election to fill the vacant Ward IV Councilmember seat.
FINANCIAL IMPACT
This action has no financial impact to the City of Billings unless a special election is needed. The cost of a special election, but based on past election costs, it could exceed $20,000.
RECOMMENDATION
Staff recommends that Mayor Cole appoint a replacement for Ward IV Councilmember Ryan Sullivan and that the City Council confirm the appointment .
