PROBLEM/ISSUE STATEMENT

W.O. 17-06 Midland Road Improvements is a reconstruction project between Mullowney Lane and South Billings Blvd. The improvements on Midland will include two travel lanes, a two way left turn lane, 5 ft sidewalk on the north side, 10 foot trail on the south side, street lights, and intersection improvements at Mullowney Lane . The project is being awarded on a base bid plus the lowest alternative of A, B, C, or D. The alternatives are different pavement sections.  Alternative A was selected based on cost.  This alternative includes a 5" section of asphalt, 14" base gravel, and a Mirifi fabric.  Staff opened bids on February 27, 2018. The contract was advertised on February 9, 16, and 23rd in the Yellowstone County News and on the City's website. Knife River submitted the lowest responsible bid.

ALTERNATIVES ANALYZED

The Council may:
  • Award W.O. 17-06, Midland Road Improvements to Knife River in the amount of $3,193,186.75; or
  • Do not award a contract and reject all bids.  If this project is not awarded, Midland Road will not be reconstructed.

FINANCIAL IMPACT

The following bids were received and evaluated:

The funding for the construction of the project was budgeted in FY18 and the sources are TIF, Sewer, Gas Tax, and Storm Drain, and assessments.

RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 17-06, Midland Road Improvements to Knife River - Billings in the amount of $3,193,186.75.
