PROBLEM/ISSUE STATEMENT
The City Parks and Recreation Department has approved a city park permit for the Open Bible Christian Center to host the AMP'd skate competition at the Skate Park June 22 and June 23 from noon to 9 p.m. each day. The family-friendly event is free and open to the public. The event will also include seven bands playing at various times on both days. The Open Bible Christian Center is requesting an alley closure between the Skate Park and the Subway Restaurant at Minnesota Ave and North 26th Street during the 2-day event in order to park an 80-foot band trailer. The bands will play on the trailer parked in the alley.
Recommended conditions of approval include the Open Bible Christian Center:
1. Contact all businesses and making them aware of the event
2. Notify all emergency facilities, bus lines and media of the event
3. Provide certificate of insurance naming City of Billings as additional insured
4. Provide and install adequate traffic barricades and signs directing motorists around closure
5. Insure that a clear unobstructed 10’ wide access lane is provided to allow access for emergency vehicles

ALTERNATIVES ANALYZED
The Council may:
- Add the item to the Consent Agenda as Item 1T by 3/4 majority vote; and
- Approve request to close alley for the event; or
- Deny the alley closure.
FINANCIAL IMPACT
There are no costs to the City of Billings other than administrative time to process permit.
RECOMMENDATION
Staff recommends that Council approve the alley closure named above for the Skate Park Competition event.
