PROBLEM/ISSUE STATEMENT
The Water Treatment Plant uses several large pumps to transfer water from the filtration process to the disinfection process. One of these pumps, Transfer Pump H5, is 28 years old. Its pumping capacity has dropped approximately 40% from design capacity causing electrical power and maintenance costs to increase.
Transfer Pump H5 works in conjunction with several other pumps and must retain the same pressure and flow characteristics. Additionally, having the same pump manufacturer (Flowserve) keeps us from purchasing additional spare parts and reduces staff training requirements. Power Service of Montana is the only regional vendor of Flowserve pumps. Thus, it was necessary to obtain a price proposal from a sole source provider rather than competitive bidding.
Staff at the Water Treatment Plant will perform all the labor to remove the existing pump and install the new pump.

ALTERNATIVES ANALYZED
↵City Council may:
- Approve the contract award to replace the Transfer Pump H5 to Power Service of Montana; or;
- Disapprove the contract award and provide additional guidance to staff.
FINANCIAL IMPACT
There are sufficient funds in the FY 2018 Water Fund budget to purchase the transfer pump.
RECOMMENDATION
Staff recommends that the City Council approve the purchase of the replacement of the Transfer Pump H5 to Power Service of Montana, in the amount of $83,270, plus shipping and handling.
