PROBLEM/ISSUE STATEMENT

On May 29, 2001, the Council approved a Commercial Aviation Ground Lease with Lynch Flying Service, Inc. DBA Edwards Jet Center (EJC) for a 19,500 square foot parcel of land that EJC uses for aircraft tie down space as part of its Fixed Base Operator (FBO) operations at the Airport. The parcel is located north of the Aerotronics and former Big Sky Airlines leaseholds. As part of its 2010 CIP, the Airport is constructing a new airfield vehicle access/incursion road that will cross a small portion of EJC's leased premises, making it unavailable as aircraft parking and tie down space. Staff desires to amend the leasehold description to omit the portion of land that will be part of the new road. No other changes to the original Lease terms are proposed.

ALTERNATIVES ANALYZED

The Council may:
  • Approve Amendment One amending the leasehold description to omit the portion that will be utilized by the new vehicle access/incursion road; or
  • Not approve Amendment One.
     

FINANCIAL IMPACT

The Amendment will reduce the leasehold square footage by 470.44 square feet, resulting in an annual rental reduction of $54.34 for the current Lease year.  The new annual rental amount will be $2,197.94.  The annual rental amount is adjusted each year on the anniversary date of the Lease, according to the Consumer Price Index for all Urban Consumers (CPI-U) for the previous twelve months.

RECOMMENDATION

Staff recommends that Council approve Amendment One to the Commercial Aviation Ground Lease for Tie Down Space with Lynch Flying Service, Inc. DBA Edwards Jet Center reducing the leased space.
