PROBLEM/ISSUE STATEMENT

City Council tabled this item on June 14, 2010, because the Gold Wing Road Riders requested changes in the parade route and a date change for their street closure.

Part A: The Gold Wing Road Riders request an evening motorcycle parade on July 20, 2010, assembling at 9:30 p.m. at the Faith Evangelic Church, 3145 Sweetwater, and lasting approximately 30-40 minutes.  The parade route will be north on 32nd/Zimmerman Trail to Hwy 3, east on Hwy 3 to the Rod & Gun Club Road, and returning on Hwy 3, to 32nd/Zimmerman Trail to Central Ave. The parade will turn west on Central to Paciugos Ice Cream parking lot and de-stage.

Part B: On July 21, 2010, from 9:00 a.m. to 4:00 p.m., a street closure on North 19th between 6th Ave N. and 7th Ave N. for a drill team performance as entertainment and learning event for the community.

Recommended conditions of approval include, Gold Wing Touring Association to:
1. Have no alcohol consumption in the public right of way
2. Contact all businesses and make them aware of the event
3. Clean the area to be used and provide and empty waste cans
4. Notify all emergency facilities, bus lines and media at least two weeks in advance of the event
5. Provide and install adequate traffic barricades and signs directing motorists around closure
6. Provide a certificate of insurance with required liability amounts naming City of Billings as additional insured
7. Coordinate with the Police and Traffic Engineering Departments to ensure proper traffic control and police assistance

ALTERNATIVES ANALYZED


The Council may:
• Approve request for the parade route and street closure; or
• Deny the request

FINANCIAL IMPACT

There are no costs to the City of Billings other than administrative time to process the permit. Police, traffic control and litter removal are to be paid for the by the Gold Wing Road Riders Association

RECOMMENDATION

Staff recommends that Council approve the parade and street closure for the Gold Wing Road Riders as noted on the attached map.
