PROBLEM/ISSUE STATEMENT
Mayor and Council are asked to consider authorizing and executing a Contract for Professional Services with HDR Engineering, Inc. to provide engineering services for W.O. 10-23, Zimmerman Trail Alignment Analysis. At the Feburary 25, 2010, City-County meeting the Public Works Director and Deputy Director presented three general options for improvements to the road. At that time, Mayor, Council and the County Commisioners recommended entering into a contract with HDR Engineering, Inc. to analyze these three options. Once the analysis is complete, staff will provide the results and make recommendations to the Mayor and Council. HDR Engineering, Inc. was selected for this work based on prior approval by the Montana Department of Transportation for the Zimmerman Trail project.
ALTERNATIVES ANALYZED
The Council may:
• Approve the Contract for Professional Services with HDR Engineering, Inc.; or
• Not approve the Contract for Professional Services with HDR Engineering, Inc.
HDR Engineering will provide services up to 20% design on three options for Zimmerman trail for the city to make an informed decision for future improvements to the roadway. These three options are generally described as:
Option 1 – minor improvements
• Addition of a climbing lane from Rimrock Road through the first curve to about one-third of the distance to the second curve from Rimrock heading north.
• reconstructing this second curve to as close to a 30 MPH design speed corner as the topography will allow.
• A pedestrian facility will also be added from Rimrock Road to Highway 3 with the location to be determined during the design phase.
Option 2 –
• Addition of a climbing lane the entire distance from Rimrock Road to Highway 3 resulting in two lanes up and one down.
• Reconstruct entire road to as close to a 30 MPH design speed as the topography will allow.
• A pedestrian facility will also be added from Rimrock Road to Highway 3 with the location to be determined during the design phase.
Option 3 –Tunnel
• The tunnel would begin near the first curve from the south and continue under Highway 3 and daylight on the north side of Highway 3
• The new road would have loops back to Highway 3 from the daylight of the tunnel on the north end.
• There would be one lane up and one lane down within the tunnel
• Addition of a climbing lane from Rimrock to near the beginning of the tunnel.
• Approve the Contract for Professional Services with HDR Engineering, Inc.; or
• Not approve the Contract for Professional Services with HDR Engineering, Inc.

FINANCIAL IMPACT
Funding for the professional services for this contract is from Arterial Fee and has been approved in the CIP projects (FY '11 for $400,000.00).
RECOMMENDATION
Staff recommends that Council authorize the Mayor to sign a contract for professional services with HDR Engineering, Inc., for W.O. 10-23, Zimmerman Trail Alignment Analysis, in an amount not to exceed $245,778.00.
