Included in the Airport's Capital Improvement Program is the Long Term Parking Lot Improvements at the Airport. The asphalt pavement in the Airport's long term parking lot is over 20 years old and needs to be repaired to extend its service life.  This project will include the removal and replacement of the asphalt pavement in areas where the existing asphalt cannot be repaired, and the sealing of all cracks with asphaltic crack seal material. Once the repairs have been completed, the entire surface of the long term lot will be covered with two coats of asphalt slurry seal, and the parking stall lines repainted. This project will be completed in three phases so there will always be limited parking spaces available in the long term lot with access to other lots to accommodate the overall parking needs during the 60-day construction project. 

This project was advertised in the Yellowstone County News on July 27, August 3 and 10, and was posted on the City and Airport's Websites. In spite of these efforts, on August 14, 2018, only one bid was received for this project as shown below:

City Council may:

• Approve the award of the Long Term Parking Lot Improvement Project to Askin Construction, LLC; or
• Decline to approve the project and advise staff on how to proceed. 

The total cost of this project is $219,915. The project is included in the current capital budget and funds are available in the Airport's Capital Account.

Staff recommends that the City Council approve the construction contract for the Long Term Parking Lot Improvements with the sole bidder Askin Construction, LLC, for the amount of $219,915.
