PROBLEM/ISSUE STATEMENT
Mayor and Council directed staff to advertise and complete a Request for Proposals (RFP) for Montana Legislative Lobbyist Services. The RFP was advertised in the Yellowstone County News and on the City's website. All persons and firms who had been recommended or previously expressed interest were also personally notified via email.
Five proposals were received to perform these services. The selection committee, made up of Mayor Cole, Councilman Clark, Councilman Yakawich, County Commisioner Robyn Driscoll and Assistant City Administrator Kevin Iffland, reviewed all five proposals and met on August 10, 2018, to discuss. The committee then interviewed the top two selected firms on August 22, 2018. The committee unanimously selected Crowley Fleck to serve as the City's Legislative Lobbyist for one year, with the opportunity to extend for four (4) two-year options after review and by mutual agreement.

ALTERNATIVES ANALYZED
City Council may:
- Approve a one year contract, with four two-year renewal options, with Crowley Fleck, or;
- Award a contract to a different firm; or,
- Disapprove a contract with the recommended firm and provide additional guidance for staff.
FINANCIAL IMPACT
The contract amount for the first year of this contract will not exceed $40,000 plus usual and customary travel and incidental expenses for anything required by the City beyond two trips to Billings and ordinary office expenses.
RECOMMENDATION
Staff recommends that the City Council award a one year contract with Crowley-Fleck, with the opportunity to extend for four (4) two-year options after review and by mutual agreement. The contract amount for the extension periods will be negotiated prior to the beginning of each renewal term.
