PROBLEM/ISSUE STATEMENT
In 2017, the City had a study done to evaluate the current and future water demands of Zone 4 North in the City's water distribution system. This zone serves the northwest Billings Heights and is a closed loop system with no current storage. The existing Fox Pump Station, located near Skyview High School, pumps into this system but is at its maximum operating capacity. The Zone 4 North pressure zone experiences periods of high demand that the current facilities have difficulty meeting. The results of this study led to the recommendation to construct a new Fox Pump Station. Morrison-Maierle has been contracted for professional services and has completed design of the project.
The new pump station will be built near the existing pump station on land already owned by the City. This will allow the existing pump station to remain in service throughout construction, limit the amount of piping needed for tie-ins, and greatly reduce any impact to the distribution system. Upon final turn-up of the new pump station, the existing pump station will be taken out of service, but the building will be kept for other purposes.
The bidding for this contract was advertised July 27 and August 3 and 10, 2018, in The Yellowstone County News and on the City's website. Bids were opened August 14, 2018, and COP Construction was the lowest responsible bidder.

ALTERNATIVES ANALYZED
City Council may:
- Award a construction contract to the low bidder, COP Construction, LLC, in the amount of $2,692,600, or;
- Reject all bids, which will delay the project and result in extended deficiencies meeting water demands in Zone 4 North.

This project is being funded with Water funds as approved in the FY 2018 budget. There are adequate funds for this contract amount.

RECOMMENDATION
Staff recommends that the City Council award a construction contract to COP Construction, LLC for W.O. 17-16, Fox Water Reservoir Pump Station Improvements in the amount of $2,692,600.
