PROBLEM/ISSUE STATEMENT

One of the recommendations of the Integrated Water Plan was to continue the 3-year Sampling and Analysis Plan of the Yellowstone River upstream and downstream of the Water Reclamation Facility (WRF). The information obtained from the plan will be used to model and understand the impact the WRF return water has on the river water quality. This information will help to assess the need for further wastewater treatment upgrades which have the potential to cost tens of millions of dollars. The first year of sampling has been completed. Proposals were solicited for the second and third years combined (2018-2019) and HDR Engineering, Inc. was selected. The work includes monitoring and modeling of five mainstem Yellowstone River sites, four tributaries, and three point-source discharges for various water quality parameters.

ALTERNATIVES ANALYZED

City Council may:
  • Approve the Contract for Professional Services to HDR Engineering, Inc.; or
  • Disapprove the contract. If the contract is not awarded, staff will be unable to assess the need for further wastewater treatment upgrades which have the potential to cost tens of millions of dollars.

FINANCIAL IMPACT

The cost of sampling and modeling services for both years (2018-2019) is $254,900.00. There is available funding in wastewater funds.

RECOMMENDATION

Staff recommends that Council authorize the Mayor to execute a Contract for Professional Services with HDR Engineering, Inc. for $254,900.00 to continue sampling and analysis of the Yellowstone River.
