PROBLEM/ISSUE STATEMENT
W.O. 18-26, Grand Peaks Pond Improvement Project would construct a small lift station for a City-owned storm water retention pond serving Grand Peaks Subdivision located north of Grand Avenue and east of 54th Street West. The project would install approximately 140 lineal feet of 12 and 6 inch gravity storm water piping, retention pond inlet and outlet structures, a storm water pumping station, and approximately 400 lineal feet of 2-inch storm water force main.
After being advertised in the Yellowstone County News and on the City website August 31 and September 7, staff received two bids on September 11, 2018. Upon review of the various bid items in comparison to the Engineer's Estimate of $67,000, staff recommends that the bids be rejected. Staff will revisit the project scope and specifications and rebid a project that can be both successful and more cost-effective.

ALTERNATIVES ANALYZED
City Council may:
- Approve award of the construction contract, or;
- Disapprove award of the construction contract. If the project is not constructed, storm water that fills the existing retention pond will continue to accumulate without effectively infiltrating. City maintenance crews will need to continue regular pond maintenance practices of pumping out storm water and unplugging silted-in pipes. City staff recommends rebidding a project in the fall of 2018 with a revised scope that will be more cost-effective.
