PROBLEM/ISSUE STATEMENT
Special Improvement Light Maintenance District (SILMD) 313 was created to install street lights in Vintage Estates Subdivision. This agreement will provide energy and maintenance for the SILMD from Yellowstone Valley Electric Cooperative, Inc. (YVEC) for the next 30 years. After October 31, 2048, ownership of the lights will be turned over to the City. The City will continue to pay YVEC for electrical energy used in the District after the ownership change.
ALTERNATIVES ANALYZED
City Council may:
- Approve this agreement. This agreement clarifies rate and duration of ownership by Yellowstone Valley Electric Cooperative, Inc. for SILMD 313 that has already been approved by Council. There is not an option as the district has been approved and the construction has been done. If the agreement is not approved, YVEC won't provide power for the streetlights.
FINANCIAL IMPACT
The initial monthly rate for each 53 watt LED, acorn fixture will be $24.95 for ownership and routine maintenance and $2.89 for the electrical energy which totals $27.84 per lighting unit per month. There are 23 lights in the district, making the total annual cost $7,683.84. These costs are assessed to property owners in the district through the SILMD.
RECOMMENDATION
Staff recommends that the City Council approve the agreement with YVEC to provide electricity and maintenance to SILMD 313.
