PROBLEM/ISSUE STATEMENT

Thirteen City Vehicles in the light truck class are scheduled for replacement in the City’s Equipment Replacement Program and were approved by City Council during the FY 18-19 budget process. Staff advertised for sealed bids for city vehicles on September 28 and October 5, 2018, with a bid opening on October 9, 2018.
 
The bids are for the following types of vehicles:
  • One ½ ton regular cab 2-wheel drive pickup (Parks)
  • One 1-ton 2-wheel drive truck with dump body (Street)
  • One ¾ ton 4x4 regular cab pickup with service body (PW Belknap)
  • Three ½ ton 4x4 extended cab pickups (PW Belknap)
  • One ¾ ton 4x4 extended cab pickup with service body and lift gate (PW Belknap)
  • One 1-ton 4x4 regular cab pickup with service body (PW Belknap)
  • One 1 ½ ton 4x4 truck with dump body, crane and snow plow (PW Belknap)
  • One ¾ ton 4x4 extend cab pickup with service body (PW Belknap)
  • One ¾ ton 4x4 extend cab pickup with service body, lift gate and air compressor (PW Belknap)
  • One 1 ½ ton 4x4 regular cab truck with service body, lift gate and crane
  • One 1 ½ ton 4x4 regular cab truck with service body and lift gate

ALTERNATIVES ANALYZED

City Council may:
  • Approve the purchases of vehicles from the low qualified bidders or;
  • Disapprove the purchases and reject all bids.

FINANCIAL IMPACT

The City received four bids on the vehicles. The total low bid amount for the vehicles is $565,783.00 as outlined on the attached “Vehicle Bid Results.”

RECOMMENDATION

Staff recommends retaining four of the five vehicles offered for trade and selling them at auction because the dealer trade allowance for these four vehicles was only $3,200 while the trade-in book value is $7,091 for the four vehicles. Staff recommends trading one of the trade vehicles because the dealer trade allowance was $3,400 while the trade-in book value is $2,525 for this vehicle.
Staff recommends awarding all Bid Schedules to the lowest bidder, as follows. Bid schedules 1 and 4 without trades to Yellowstone Country Motors, in Livingston, MT for the bid amount of $100,482; Bid Schedule 11 with trade to Billion Auto Group, in Bozeman, MT for the bid amount of $67,670; Bid Schedules 2 and 7 without trades to Bison Ford/Normont Equipment in Great Falls, MT for the bid amount of $104,583; and Bid Schedules 3, 5, 6, 8, 9 and 10 without trades to Bison Ford/Kois Equipment in Great Falls, MT for the bid amount of $293,048.
