BID AWARD: Fire Personal Protective Clothing

PROBLEM/ISSUE STATEMENT

The Fire Department needs to routinely replace outdated and worn Personal Protection Equipment (PPE), so bids were invited for replacement fire structure protective clothing.  At the October 9 meeting, the Fire Department asked to postpone the bid award so that the six (6) bids could be reviewed for compliance to the bid specifications with consideration given for the level of service offered.  Bids were evaluated to determine if any exceptions noted by bidders are acceptable and/or have an impact on the performance and workmanship of the proposed products.  The lowest bidder requested 20 exceptions that did not meet the specifications. The next lowest bidder complied with the bid specifications and noted only 1 exception, which was a modern fit pant, which combines both regular and relaxed cuts in one style. The next lowest bidder requested 20 exceptions.
 

ALTERNATIVES ANALYZED

City Council may approve or disapprove entering into a five (5) year agreement for the purchase of firefighter structure protective clothing with LN Curtis.

FINANCIAL IMPACT

Five (5) vendors submitted a total of six (6) bids and those vendors are: Beartooth Fire Protection ($2,684.79/set); MES ($2,426.80/set); Chris Martorana ($2,751.75/set); Axmen ($3,485.31/set); and  LN Curtis submitted 2 bids (Bid 1: $2,561.69/set and Bid 2: $2,446.75/set)
 

RECOMMENDATION

Staff recommends that the City Council approve entering into a 5-year agreement with LN Curtis, Bid 2 for the purchase of Globe PPE at an average cost of $2,446.75 per set (coat/pant).
