PROBLEM/ISSUE STATEMENT
The City Council will consider awarding a Professional Engineering Services Contract to HDR Engineering, in the amount of $333,900 for W.O. 18-23: 2018 Water Master Plan Update. The purpose of the project is to update the existing water model, incorporate recent projects, analyze system storage, update projected demands based on water meter data, and provide a capital improvement plan identifying priority projects and estimated timeline.
HDR Engineering was selected based on City staff review of project proposals submitted by prequalified firms. Other firms considered for the work were Morrison-Maierle and DOWL.

ALTERNATIVES ANALYZED
City Council may:
- Approve award of the Professional Engineering Contract to HDR Engineering, or;
- Disapprove award of the Professional Engineering Contract to HDR Engineering. If the contract is not awarded the City will be unable to follow-through on the important task of keeping its Water Master Plan current. The last time the Master Plan was updated was 2012.
FINANCIAL IMPACT
The project will be paid out of Water Funds that were approved by City Council in the FY19 budget. A summary of the funding is as follows:

RECOMMENDATION
Staff recommends that Council award a Professional Engineering Services Contract for W.O. 18-23: 2018 Water Master Plan update to HDR Engineering, in an amount not to exceed $333,900.
