PROBLEM/ISSUE STATEMENT
The stormwater pipeline for the W.O. 18-30: City-County Drain Mitigation Project will cross through Western Sugar's property adjacent to the Yellowstone River. An easement will need to be granted by Western Sugar Co-operative to allow for the construction and maintenance of the stormwater pipeline. An appraisal was completed for the parcel to the north which is similar. A separate appraisal was not done for this property because there was one completed in the immediate vicinity and the value of the easement across Western Sugar was significantly lower due to the small amount of area needed. Western Sugar was offered the per square foot value contained in the appraisal in exchange for an easement. The appraisal for the adjacent property and an exhibit showing the easement are attached to this memo.
ALTERNATIVES ANALYZED
City Council may:
- Approve the easement, or;
- Disapprove the easement. If the easement is not approved by the City, the drain will not be able to be constructed.
FINANCIAL IMPACT
The cost of the easement is $2,900 based on the appraisal for the adjacent property.
RECOMMENDATION
Staff recommends that the City Council approve the easement with Western Sugar Co-operative.
