PROBLEM/ISSUE STATEMENT

W.O. 17-26; Rimrock and 62nd Stormwater Detention Pond, is a project that will construct a regional stormwater detention pond for the developing areas around the Rimrock Road and 62nd Street West area.  This regional detention pond was designed to serve adjacent subdivisions as well as the future roundabout at the intersection of Rimrock and 62nd and the future build out of Rimrock Road from 58th Street West to 70th Street West.  As a condition of use for the subdivisions, they are required to reimburse the City for use of this regional facility.  The contribution amount stipulated in the Coal Creek Subdivision SIA is approximately $272,000.  Other subdivisions adjacent to the area will have the opportunity to purchase storage within this facility as well. This regional detention facility also provides flood mitigation potential for the Cove Creek Drainage area up to a 10-year storm. 

The project was advertised on December 7th and December 14th in the Yellowstone County News and on the City's website. Bids were opened on December 18, 2018 and five bids were received.  FirstMark Construction submitted the lowest responsible bid.

ALTERNATIVES ANALYZED

The Council may:
  • Award Work Order 17-26; Rimrock and 62nd Stormwater Detention Pond to FirstMark Construction in the amount of $810,888.00; or
  • Do not award Work Order 17-26.  If not awarded, the City would need to re-bid or cancel the project and reconstruct the regional storm drain pond at a later time.

The funding for this project is included in the approved budget for fiscal year 2019.  Storm Drain funds will be used for this project.

RECOMMENDATION
