PROBLEM/ISSUE STATEMENT
City staff has been working with the three Urban Renewal District Advisory Boards to draft Memorandums of Understanding (MOUs) between the City and the advisory board organizations for the Districts. The organizations include the Billings Industrial Revitalization District (BIRD), the Downtown Billings Partnership (DBP), and the South Billings Urban Renewal Association (SBURA). The City has MOUs that are expiring with the BIRD and SBURA in February 2019 and has developed a new MOU with the DBP as the previous MOU has been expired for years. The City Council must review and approve these MOUs. This Work Session is to provide a briefing to City Council on the reason and content of the MOUs in preparation for bringing the final MOUs to Council at its February 25 meeting for formal action.
RECOMMENDATION
After review at this Work Session, staff is proposing to bring MOUs for the three urban renewal districts to the City Council for action at its February 25 Regular Meeting.
