PROBLEM/ISSUE STATEMENT
Bids were received on February 26, 2019, for seven (7) new collection trucks for the Solid Waste Division of the Public Works Department. Staff advertised for sealed bids on February 15 and February 22, 2019. The purchases will replace existing vehicles that are included in the approved Equipment Replacement Plan for FY 2019 and are included in the FY 2019 budget for the Solid Waste Division. Because the trucks are dissimilar, staff broke the bid into two schedules.
Schedule 1 - Six (6) new, tandem, tilt cab, 2019 or newer model, 66,000 GVW, cab and chassis with right-steer and 27 cubic yard automated side loading refuse compactor body. Six (6) bids were received. Montana Peterbilt provided the three lowest bids. However, staff believes that Montana Peterbilt's second lowest bid for the Scorpion trucks will handle the 300 gallon barrels in the alleys better than the lowest bid for the Curbtender trucks will.
Schedule 2 - One (1) new, tandem, Cab over Cab, 2019 model, 66,000 GVW cab and chassis. Eight (8) bids were received and Montana Peterbilt was the low bidder.

ALTERNATIVES ANALYZED
The Council may:
- Approve purchasing the units listed above; or
- Disapprove the purchases and reject all bids. If the bids are rejected, the units will not be replaced in a timely manner and the existing units will be used beyond the recommendations of the Equipment Replacement Committee and the Public Works Department. Maintenance costs will increase and reliability will decrease.
FINANCIAL IMPACT
The Solid Waste Division's FY 2019 budget includes adequate funds to replace the vehicles described. The City received bids from various bidders. A 5 year warranty for the engine and transmission is included in the bid. The bid summary is as follows:

RECOMMENDATION
Staff recommends that Council award the bids as follows (trade in allowance and warranty are included):
- Six side load trucks to Montana Peterbilt for a total of $1,646,160.00 (schedule 1). Trade units 0170,0171 and 0180 will not be traded as a better price can be obtained by selling these vehicles at auction or via a sealed bid. Only Units 0183, 0184 and 0185 will be traded in.
- One tandem tilt cab over cab to Montana Peterbilt for a total of $208,605.00 (schedule 2). Truck 0156 wll be traded in.
