PROBLEM/ISSUE STATEMENT
W.O. 19-03, Contract No. 3 City Crack Seal/Mastic is part of the 2019 Street Maintenance program. Bids were opened on February 26th. There were two bids received and Wharton Asphalt, LLC submitted the lowest responsible bid. Annually, staff identifies streets proposed for preventative maintenance. Staff typically bids this work in three contracts: chip seal resurfacing, overlay resurfacing, and crack sealing. This contract will provide crack sealing and mastic filling on approximately 17 miles of City streets. The project was advertised on February 8, 15, and 22 in the Yellowstone County News and on the City's website.
ALTERNATIVES ANALYZED
The Council may:
- Award W.O. 19-03, Contract No. 3 City Crack Seal/Mastic, to Wharton Asphalt, LLC, in the amount of $336,624.25; or
- Do not award a contract and reject all bids. If this project is not awarded, the deferred maintenance of City streets will increase.

RECOMMENDATION
Staff recommends the City Council award a contract for W.O. 19-03, Contract No. 3 City Crack Seal/Mastic, to Wharton Asphalt, LLC, in the amount of $336,624.25.
