PROBLEM/ISSUE STATEMENT
The City Council approved snow plowing for residential streets by a private contractor beginning in FY18. The Public Works Department put out an invitation to bid for residential snow plowing to the curb with no hauling of snow. The successful bidder, FirstMark (CMG) was award the contract to plow all local streets in Billings when an anticipated snow accumulation of three to five (3-5) inches or greater occur. The City of Billings has 740 lane miles of local streets. The Public Works Department will notify the successful contractor 36 hours in advance of work based on National Weather Service forecast of projected snow accumulation of three to five (3-5) inches or greater.
Public Works is expecting to use up all the funds on the FirstMark residential snow plowing contract when they finish plowing residential streets from the last storm the week of February 17. The first areas plowed need to be plowed again and there is more snow in the forecast. Funds for residential plowing are anticipated to run out around March 2, 2019. Additionally, this leaves no money for residential plowing if we get a heavy wet snow later in March.
Acting City Administrator Iffland signed an amendment to the Firstmark contract authorizing up to $79,999.99 in additional residential snow plowing if necessary. An additional amendment is being brought to City Council in the event additional funds beyond the $79,999.99 are needed for snow removal. Council will be informed of the additional amount requested during the administrators report, if needed, at this regular council meeting.

ALTERNATIVES ANALYZED
City Council may:
- Approve, an amendment to the FirstMark contract authorizing additional funds for continuation of residential snow plowing if needed or;
- Disapprove an amendment to the FirstMark contract authorizing additional funds for continuation of residential snow plowing
FINANCIAL IMPACT
The financial impact of the amendment will be given to council during the Administrator's Report. It will be an amount that is not to exceed snow removal on residential streets, if needed.
RECOMMENDATION
Staff recommends that the City Council award the amendment to the FirstMark contract for Snow Plowing on Local Streets.
