PROBLEM/ISSUE STATEMENT
The City of Billings Solid Waste Division desires to close the northern half (approximately 12 acres) of Cell 3 at the Billings Regional Landfill, as called for in the CIP and Landfill Master Plan. The remainder of Cell 3 will be filled following normal operating procedures upon completion of the partial closure.
This contract provides the necessary professional services including, but not limited to evaluation and testing of existing cover material in this area, preliminary and final design, bidding services, and construction administration.
Proposals were requested for the professional services described above. Two firms submitted proposals and Great West Engineering was chosen as the preferred consultant.

ALTERNATIVES ANALYZED
City Council may:
- Award a Professional Services Contract to Great West Engineering; or
- Do not award a contract to Great West. If this agreement is not approved, construction will be delayed beyond this year's construction season.
FINANCIAL IMPACT
The contract is in the amount of $107,500 and is being funded with Solid Waste funds as approved in the FY 2019 budget. There are adequate funds for this contract amount.
RECOMMENDATION
Staff recommends that the City Council approve the Professional Services Contract with Great West Engineering for W.O. 19-19 -- Landfill Cell 3 Partial Closure in the amount of $107,500.
