PROBLEM/ISSUE STATEMENT
The City of Billings’ Water Treatment Plant (WTP) is located along the Yellowstone River. Most of the WTP land area is located within the FEMA 100-year floodplain. Currently, the WTP is the City’s only source of drinking water treatment. This plan will assess the current and future flood risk to the WTP and define alternatives to mitigate that risk. Additionally, drought risks and impacts need to be understood and, if necessary, mitigated.
ALTERNATIVES ANALYZED
City Council may:
- Award the Contract for Professional Services to Advanced Engineering and Environmental Services, Inc.; or
- Do not award the contract. If the contract is not awarded, current and future flood and drought risk to the WTP and City's water supply will be unknown and any necessary mitigation alternatives not pursued.
FINANCIAL IMPACT
Three (3) firms submitted proposals: Advanced Engineering and Environmental Services, Inc.; HDR Engineering, Inc.; and DOWL. Advanced Engineering and Environmental Services, Inc. was selected for a contract in the amount of $149,797. This contract is being funded with Water funds as approved in the FY 2019 budget. There are adequate funds for this contract amount.
RECOMMENDATION
Staff recommends that Council authorize the Mayor to execute a Contract for Professional Services with Advanced Engineering and Environmental Services, Inc. for a price not to exceed $149,797 for Work Order 19-17: Water Treatment Plant Drought and Flood Control Plan.
