PROBLEM/ISSUE STATEMENT

During its April 8, 2019, Regular business meeting, The Mayor and Council have previously approved a Council Inutilities by Council Member Cromley requesting staff to amend and increase the current Mayor and Council compensation established by ordinance. This compensation has not been increased since 1998. City accounting records indicate that in January of 1998 Council and Mayor Compensation was doubled from $300 to $600 per month for Councilmembers and from $400 to $800 per month for the Mayor.

Pursuant to the approved Council Initiative, the City Attorney's office has prepared an amendment o BMCC (City Code) Section 2-201(a) and (b) which reflects an increase in Council Member compensation from $600 to $1000 per month and also increases the Mayor's compensation from eight $800 to $2000 per month. These changes are noted by strikethroughs and underlines in the attached amended ordinance.

City Charter Section 3.11 provides that the Council shall establish compensation of the Mayor and Council Members by ordinance. However, this section also provides that no Council Member or Mayor compensation may be increased during his or her term of office. Therefore, if this ordinance is approved at First and Second reading, this compensation cannot take effect for any Council Member or the Mayor until his or her next term.

ALTERNATIVES ANALYZED

City Council may:
  • Approve the amended ordinance increasing Mayor and Council Member compensation, or;
  • Approve a different amount of compensation increase; or
  • Disapprove the ordinance.

FINANCIAL IMPACT

The amended ordinance will increase the Mayor and Council compensation by approximately a total of $ 62,400 each year.

RECOMMENDATION

Staff recommends that the Mayor and Council approve the amendments to BMCC section 2-201(a) and(b) on First reading and Public hearing.
