PROBLEM/ISSUE STATEMENT
The Water Reclamation Facility uses polymer to aid in dewatering biosolids produced by the treatment process. Public Works has requested bids for this polymer to ensure the best possible price for this product. The subject bid and contract award is for an estimated 78,000 pounds of dry polymer in year one, with the option to renew for up to three years upon mutual agreement. The actual quantity purchased from year to year may vary.
ALTERNATIVES ANALYZED
City Council may:
- Approve the contract award for the dewatering dry chemical polymer used at the Water Reclamation Facility to Polydyne Inc., or;
- Disapprove the contract award, reject all bids, and provide additional guidance to staff.
FINANCIAL IMPACT
There are sufficient funds in the wastewater fund to purchase the Water Reclamation Facility chemical - dry polymer. Staff advertised bids on May 3 and May 10, 2019 and received them on May 14, 2019. They are as follows:
The apparent low bidder was Atlantic Coast Polymers Inc. However, Atlantic Coast Polymers did not meet the bid specifications in Section C of the Invitation For Bid which states:
No other polymers will be acceptable unless they are tested on a full plant scale by the City of Billings Public Works Department and determined to perform in an acceptable manner prior to the bid opening.

RECOMMENDATION
