PROBLEM/ISSUE STATEMENT
W.O. 18-22 Leavens Reservoir Expansion and Zone 1 Improvements is a project to add water storage for the Zone 1 Pressure Zone and provide piping modifications within the High Service Pump Station to the distribution main in Belknap Avenue to improve reliability of the distribution system near the Water Treatment Plant in Zone 1. The Zone 1 potable water pressure zone is a critical zone which serves downtown, hospitals, several schools, and the university. The project was advertised April 19th, 26th, May 3rd, 10th, and 17th. Bids were opened on May 28th. There were two bids received. The project was bid with 7 schedules. Schedule 1 was the construction of the new reservoir. The low bid on schedule 1 is approximately 3.5 million above the engineer's estimate and 5 million above the budget. Staff recommends not awarding Schedule 1 to evaluate other options to build a new reservoir closer to budget. Schedule 2 includes repairs to the existing reservoir. Schedules 3-7 include all the other zone 1 improvements. The bids for Schedules 2-7 were within the budget allocated for that work. Staff recommends awarding Schedules 2-7 to Western Municipal who submitted the lowest responsible bid for those combined schedules.
ALTERNATIVES ANALYZED
The Council may:
- Award W.O. 18-22: Leavens Reservoir Expansion and Zone 1 Improvements Schedules 2-7 to Western Municipal, in the amount of $2,341,161.50;or
- Do not award a contract and reject all bids. If the contract is not awarded construction of zone 1 piping and high service pump station improvements and existing reservoir repairs cannot be completed.

RECOMMENDATION
