PROBLEM/ISSUE STATEMENT
On May 13, 2019, Council approved a contract for development of the first phase of Centennial Park. As part of the bidding process there were a number of Additive Alternates that the contractor provided costs for in the event that the City would want to accept that cost to do additional work. Change Order #2 is to accept two of the Additive Alternates for improvements to the dog park identified in the Centennial Park Master Plan. The first is to provide perimeter fencing at a cost of $57,337. The second is to provide two drinking fountains at a cost of $22,870, for a total of $80,207. The Friends of Billings Dog Parks, a group that funded the development of the dog park in the Heights and has been in existence since 2008, has raised significant funds for the development of dog parks in Billings. They are volunteering to donate at total of $80,000 to go toward these two Additive Alternates for the development of the dog park at Centennial Park. The remaining $207 will come from project funds. Also as a part of this change order there are 8 quick couple valves proposed to be added to the irrigation system to allow for more efficient maintenance operations and to aid in the winterization of the irrigation system each fall. The cost for the quick couple valves is $2,360. Funds for these quick couple valves will come from project funds. Total amount for Change Order #2 is $82,567. See Change Order #2 Attachment A. Change Order #2 is coming before Council for consideration and approval because Change Order #2 exceeds the signing authority of the City Administrator.
ALTERNATIVES ANALYZED
City Council may:
- Approve Change Order #2 to install the perimeter fence and two drinking fountains for the dog park at Centennial Park and 8 quick couple valves to the irrigation system, or;
- Disapprove Change Order #2 and provide staff with additional guidance.
FINANCIAL IMPACT
There will be no additional financial impact to the City. The Friends of Billings Dog Parks will provide $80,000 to fund the two Additive Alternates that will provide perimeter fencing and two drinking fountains for the dog park. The remaining $207 and the $2,360 (a total of $2,567) will come from project funds. By approving this change order, a budget amendment will be required to establish the spending authority. The budget amendment will be a part of the FY20 first quarter budget amendments.
RECOMMENDATION
Staff recommends that Council approve Change Order #2 accepting the two Additive Alternates to provide perimeter fencing and two drinking fountains as part of the development of the dog park at Centennial Park along with the 8 quick couple valves.
