PROBLEM/ISSUE STATEMENT
The City-County Planning Division contracted with Sanderson Stewart in April 2019 to complete a study of the Inner Belt Loop transportation corridor. This study will evaluate the development challenges of the roadway corridor, develop an access plan for the roadway that will include bike/pedestrian infrastructure, storm water management, overall safety, and evaluate future impacts to the corridor by new land use development.
Future land use development in this area will have the biggest impact on how the corridor functions. However, current unknowns exist based on how or when infrastructure (water/sewer) and other elements like public safety services would be available. Since these questions impact the type and timing of development, Sanderson Stewart is seeking additional input from the City on how to model future land use development impacts to the roadway.
This presentation and discussion will map out the challenges with respect to building the infrastructure beyond the roadway itself that would seem to be necessary to spur annexation and urban development in the City. Sanderson Stewart will present the Council with the analysis approach for completing the study and take input and questions from the Council.

RECOMMENDATION
No formal action is required at this time, but Council will be asked to provide the consultant and staff with input on modeling land use development and long range planning for infrastructure along this corridor.
