PROBLEM/ISSUE STATEMENT
Bids were received on September 10, 2019, for 4 new collection trucks for the Solid Waste Division and the Street Division of the Public Works Department. Staff advertised for sealed bids on August 23, August 30 and September 6, 2019. The purchases will replace existing vehicles that are included in the approved Equipment Replacement Plan for FY 2020 and are included in the FY 2020 budget for the Solid Waste Division. Because the trucks are dissimilar, staff broke the bid into three schedules.
Schedule I – One (1) New Tandem Tilt Cab, 2019 or newer Model, 66,000 GVW Cab and Chassis with Right Steer 27-Cubic Yard Automated Side Loading Refuse Compactor Body
Schedule II – Two (2) New Tandem Conventional Cab, 2019 or newer Model, 76,000 GVW, Set-Back Axle, Cab and Chassis with Chain Operated Roll-ON/Roll-Off Hoist System. One for Solid Waste and One for Street Divisions

ALTERNATIVES ANALYZED
The Council may:
- Approve purchasing the units listed above; or
- Disapprove the purchases and reject all bids. If the bids are rejected, the units will not be replaced in a timely manner and the existing units will be used beyond the recommendations of the Equipment Replacement Committee and the Public Works Department. Maintenance costs will increase and reliability will decrease.
FINANCIAL IMPACT
The Solid Waste and Street/Traffic Divisions' FY 2020 budget includes adequate funds to replace the vehicles described. The City received bids from various bidders. A 5 year warranty for the engine and transmission is included in the bid. The bid summary is as follows:
Schedule 1 One (1) new tandem tilt cab, 2019 model, 66,000 GVW, cab and chassis with right steer 27-cubic yard automating side loading refuse compactor body. Truck 0158 will be traded in.
Schedule 2 One (1) new tandem conventional cab, 2019 or newer model, 76,000 GVW, set back axle, cab and chassis with chain operated Roll-on/roll-off hoist system. Truck 0157 a rear load will be traded in.
Schedule III – Two New Tandem Tilt Cab, 2019 or newer Model, 66,000 GVW Cab and Chassis 40-Cubic Yard ½ Pack Front Load Refuse Compactor Body. Trucks 0187 and 0188 will be traded in.

RECOMMENDATION
Staff recommends that Council award the bids to the lowest bidder that met specifications as follows (trade in allowance and warranty are included):
- One new side load truck to Montana Peterbilt for a total of $281,441 (Schedule 1). Truck 0158 will be traded in.
- Two new roll-off trucks to I-State for a total of $356,734 (Schedule 2). Truck 0157 and 1208 wll be traded in. One roll off is for Streets and the other for Solid Waste.
- Two new Front load trucks to Montana Peterbilt for a total of $561,428 (Schedule 3). Trucks 0187 and 0188 will be traded in.
